How to: Add a non-bitmapped image into a form.
Solution:
In the Form Design view, select the 'Insert' menu and select 'Picture...'
NOTE: The 'Developer Tools' must be installed.
1) If the Database window is not active, activate the Database window.
2) Click the 'Forms' tab in the Database window.

3) Select the desired form from the list box. (The selected form is highlighted.)
4) Click 'Design'. (The selected form appears in the Design view and the floating Toolbox appears.)
5) Select the 'Insert' menu and select 'Picture...'. (The Insert Picture dialog box appears.)

6) Select the drive or folder containing the image from the 'Look in' drop-down list box.
7) Type the filename in the 'Name' box.
8) Click 'OK'. (The picture appears in the form.)
